Our sources told us that the reasons why other companies did not bid were primarily financial, especially the low price margin. Last but not least, the harsh contractual and in many respects unrealistic conditions, including from a business point of view, were also at the basis of the decisions.
What is certain is that it is confirmed that only the Turks from Otokar submitted a bid in the programme.
We still don't know which 4x4 armoured vehicle Otokar has entered into the offer with.
The 4x4 armoured vehicle procurement programme is a multi-year contract for the supply of 1,059 ATBTUs (armoured vehicles) in 9 configurations - the basic version and eight derivative types, required to equip the structures of the Ministry of National Defence.
The estimated cost of purchasing the 1,059 ATBTU vehicles is approximately 4.58 billion lei (1 billion EUR) excluding VAT.
Oshkosh withdrew after the U.S. Congress did not agree to the condition to transfer technology to Romania, one of the conditions of the program being the construction of vehicle components in Romania and tandem produce. Arquus also did not submit a bid.
But not only Arquus or Oshkosh were interested in the program and did not submit bids. In the same situation were the other companies like Nurol Makina and URO in cooperation with Rafael.
In the end only the Turks from Otokar submitted a bid in the programme. A decision is expected this year.
